Biden stresses diplomacy, says not seeking conflict with China, Russia

In his first speech to Congress as president, Biden says the protectionist doctrine will be the guiding principle of his US$2.2-trillion American Jobs Plan.

"Go and get the vaccination", Biden implored in his Wednesday evening address.

But on Wednesday night, Biden finally participated in one sanctified ritual of the presidency: addressing a joint session of Congress.

While the NIH, broadly speaking, is perhaps the most popular agency in Washington among Democrats and Republicans alike, Biden's ARPA-H proposal reflects a degree of discontent with the pace and objective of its work.

Amid the coronavirus pandemic, the speech will feel both familiar and unique all at once. A total of about 200 people are expected to be allowed in the House chamber.

By far the most worrying decision the Biden administration has taken so far is the announcement that all American forces are to be withdrawn from Afghanistan by September 11 - the 20th anniversary of the 2001 terror attacks against America.

In addition to discussing his plans for domestic spending, Biden discussed his goal of engaging with other nations and taking a leadership role on the world stage, a contrast from Trump who often touted his "America First" stance and withdrew from worldwide pacts that he viewed as poorly crafted or too costly for the United States.

What will Biden talk about? . And while Biden eliminated a Trump-era requirement that asylum-seekers wait in Mexico to wait for their US court dates, he's maintained Trump's controversial Title 42, which allows border agents to expel migrants without giving them a chance to apply for asylum to avoid the spread of COVID-19.

Early on in his speech, he noted that he was the first president to say the words "Madam Vice President", a reference to Kamala Harris, the first woman to hold that post (and first person of color).

But he may also take on more hard subjects, including the surge of migrants on the southern border, which has posed an early test for his administration.

Together the proposals would invest in infrastructure, including in the digital sphere, as well as giving Americans additional welfare benefits, such as more health care, and another four years of free education by raising taxes on the top 1%.

The tax reform plan also seeks to close the carried interest provision so that hedge fund partners will pay ordinary income rates on their income and reverse numerous tax cuts changes in the Tax Cuts & Jobs Act.

Earlier this year, the Biden administration passed a sweeping $1.9 trillion Covid-19 emergency economic relief package, which included $1,400 checks to Americans, increased unemployment assistance, aid to states and municipalities and tax credits for families and certain low-income workers.

Biden says Congress should pass something on immigration even if it's not his full proposal.

Calling North Korea's nuclear program a serious threat to the security of the United States and the world, Biden also said he will address the issue through "diplomacy as well as stern deterrence".

How will this speech look different from past years' speeches?

Democrat President Joe Biden's approval rating is the lowest of any modern president at this point in his presidency, excluding former Presidents Donald Trump and Gerald Ford. Chief Justice John Roberts will represent the judicial branch, with other Supreme Court justices similarly staying away. And given the scaled-back nature of the event, Psaki confirmed Tuesday that there will be no "designated survivor" for the address.

For the first time in history, the president was flanked on both sides of the camera shot by a female vice president and a female House speaker.

The speech itself was hopeful in tone and ambitious in the scope of Biden's proposals.
