Biden called the policy reforms "long overdue" and said they were aimed at reversing the "misguided policies" of his predecessor Donald Trump, who mounted a hardline effort to halt illegal immigration, slash legal immigration and drive out undocumented immigrants, even those in the country for decades.

Menendez was part of the bipartisan Gang of Eight senators who negotiated a 2013 bill that ultimately collapsed. Prior to that, a bill backed by President George W. Bush failed in Congress as well, after multiple attempts at compromise.

"No! This is not the right time and certainly not the right set of policies", House Republican Bill Johnson tweeted on Thursday. Some career ICE officials have privately criticized the new priorities, saying they would prevent agents from arresting some criminals and citing the need to get manager approval for non-priority arrests. "We're open to a conversation with anyone about this, but we think this is a much more comprehensive way to deal with this issue than just simply a wall".
