"Because of now available data, the Covid-19 vaccine by AstraZeneca is recommended only for people aged 18 to 64 years old", said the commission in its updated version of its advice.

"AstraZeneca has clearly stated they will be able to provide 2 million vaccine doses a week and we've said we will get that to people as quickly as possible", he said.

The advice by the panel of medical experts will be taken into account by the government as it officially draws up its decree on usage of the vaccine.

A conditional marketing authorisation (CMA) is an authorisation of medicines on the basis of less complete data required for a normal marketing authorisation.

"The benefits of Comirnaty in preventing COVID-19 continue to outweigh any risks, and there are no recommended changes regarding the use of the vaccine", the EMA said. CMAs are foreseen in the European Union legislation specifically for public health emergencies and is considered the most appropriate regulatory mechanism in this pandemic for granting access to all European Union citizens and for underpinning mass vaccination campaigns. However, assessment already started beforehand.

The EU is allowing some 92 exemptions from the export control regime, including: vaccine donations to Covax, the global scheme to help poorer countries; and exports to Switzerland, countries in the western Balkans, Norway and North Africa. Following the Member States' endorsement and on the basis of its own analysis, the Commission chose to grant the conditional marketing authorisation.
