Psaki also said the administration would review all oil and gas leases on public lands.
McConaghy said Canada's attempts to convince Biden to restore Keystone XL's construction permit should be "as constructive and temperate as possible" despite the frustration and anger caused by the decision, particularly in Alberta.
Biden revoked the permit as part of an executive order related to public health, the environment and climate change.
NDP Opposition Leader Rachel Notley commented it was a hard day for the province's energy sector and that the Biden decision would harm thousands of Alberta workers and their families.
The pipeline would transport crude oil from Canada to an existing pipeline network in Nebraska with connections to the Gulf of Mexico, spanning the Canadian border in Montana and across 285 miles in six eastern counties in the state.
Trudeau said he previously spoke to Biden about the pipeline.

TC Energy announced a plan Sunday for the Keystone XL project to achieve net zero emissions by spurring an investment of over US$1.7 billion in communities along the Keystone XL footprint to create about 1.6 gigawatts of renewable electric capacity.
Keystone XL President Richard Prior said over 1,000 jobs will be eliminated in the coming weeks.
Kenney said he is calling on Trudeau to discuss Biden's decision with the new US administration.
