Census data is also used to shape local voting and school districts and will determine whether Montana will regain a second seat in the U.S. House of Representatives.

Thursday's deadline came after the Supreme Court ruled in favor of the Trump administration, which had argued the census needed to end immediately in order for the Census Bureau to have enough time to process the data to meet a congressionally mandated December 31 deadline for turning in apportionment numbers.

Justice Sonia Sotomayor dissented, saying that minority groups and others "will disproportionately bear the burden of any inaccuracies".

Advocates are particularly anxious that minorities, and people in rural and tribal areas, are going to be missed due to the rushed ending of the count, resulting in less federal funding for those communities and perhaps fewer congressional seats and electoral votes for states that have large minority populations.

CT residents can complete the census online at 2020census.gov until midnight Thursday, Oct. 15.

The early end to the Census comes after a lengthy legal back-and-forth over when to stop counting in a year plagued by pandemic delays. The U.S. Census Bureau announced last night it will end door-to-door counting operations by the end of the day on Thursday, October 15, and also cut off the option for people to self-respond online and by phone.

By sticking to the December 31 deadline, the Trump administration would end up controlling the numbers used for apportionment, no matter who wins next month's presidential election. The Court's ruling overturned the Ninth Circuit Court of Appeals decision in favor of leftist groups that have dubiously contended the Census Bureau's ending date would jeopardize producing an accurate population count.

"Even yesterday, in the middle of the decision, our team was able to help dozens of people fill out the census form", said Antonio Alarcón, census coordinator at Make the Road New York. "This representation is contrary to the government's repeated assertions to the courts below that it could not meet the statutory deadline under any circumstances".

"Every day has mattered, and the Supreme Court's order staying the preliminary injunction does not erase the tremendous progress that has been made as a result of the district court's rulings", said Melissa Sherry, one of the attorneys for the coalition.

The city needs a high census response to receive vital federal funding, especially during the COVID-19 pandemic.

Prior to this week's deadline announcement, the Waterbury Complete Count Committee was working on a series of events to reach residents, said MaLisa Blasini, Waterbury's census community outreach coordinator. Then, in late July and early August, bureau officials shortened the count schedule by a month so that it would finish at the end of September. The order was later ruled unlawful by a panel of three district judges in NY, but the Trump administration appealed that case to the Supreme Court.

As of today, 69.4% of California households have responded to the 2020 Census online, by phone or mail.

Franklin County Commissioner Kevin Boyce says 68-70% of Franklin County households were counted in all.
