The crashes cost the American passenger jet manufacturer billions of dollars and led to the resignation of its former chief executive Dennis Muilenburg, who repeatedly gave overly optimistic predictions of when the plane could return to service.

Boeing has received the green light from the U.S. Federal Aviation Administration (FAA) to begin recertification flight tests for the 737 Max.

So Monday marks a pivotal moment in the worst corporate crisis Boeing has faced.

At least one of those practice flights included the same testing parameters expected tomorrow, one of the people said.

Jets from the top-selling 737 MAX series were grounded en masse in March of previous year after crashes in Indonesia and Ethiopia killed 346 people.

Pilots will also intentionally trigger the reprogrammed stall-prevention software known as MCAS faulted in both crashes, and will likely perform a full aerodynamic stall, the people said.

Boeing has since updated its flight manuals and revised several features of the 737 MAX model, including the flight control software and associated hardware in the cabin.

Almost 400 Max planes had been delivered to airlines before they were grounded, and Boeing has built several hundred more.

An email to congress from the FAA revealed that its Type Inspection Authorization board completed its review, "clearing the way for flight certification testing to begin".

Following the certification flights, there are multiple steps before the aircraft is certified and ready to return to service. The FAA has to sign off on Boeing's pilot-training program, and a panel of worldwide regulators will comment on minimum pilot training too.

The agency added that it has not made a decision on whether the jet can return to service and even if the test does go well, a new pilot training procedure will need to be approved among other reviews.

If that happens, the jet is on a path to resume US service before year-end, though the process has been plagued by delays for more than a year.

"Based on how many problems have been uncovered, I would be stunned if the flight tests are 'one and done, '" said another person with knowledge of the flight plans.

Plans are being discussed to allow the group to perform its work remotely in flight simulators around the world, rather than flying to Boeing's main training center in Miami, Florida, where the number of Covid-19 cases are rapidly increasing, Bloomberg said. "There's a lot more play between regulators, and certainly a lot more pressure and public attention".
